Driver got out of vehicle and threw lit cigarette outside of vehicle near side of the road. This cigarette was stoned out by concerned citizen (Samantha F, my cousin.) This was as locals were parked waiting to get to their homes due to a fire on highway 1 and stranded at the gas station. Driver made no attempt to even put out the cigarette.
