Just happened now. I was on foot. Driver was turning on no 2 road when he almost hit me with his car (he was driving while looking DOWN at his cellphone! AND had a lit cigarette. Almost hit me and incoming traffic because he wasn't looking where he was going.
Looked Chinese, short hair young. He flicked his cigarette (still burbing and lit up) and threw it out the window. I had to step on it.
