A guy driving a Canlin Energy work truck threw a burning cigarette butt out his window on the highway. It was dark out and i saw the embers scatter and slither like a snake made of smoke and fire. The danger level for wildfires posted along the highway was extreme.
Im so glad it was a work truck because the license plate was covered by dirt.

This happened on March 11 2020 (i couldn't go back this far in time in "when" category. Aprox age of litter bug 30's-40's. He was wearing a blue/white hat, sunglasses. He threw out a brown cig or cigar. It was sunny out. If they litter on sunny days in spring, they probably litter on hot sunny days in summer when it causes fires!
