He had his window down, heavy traffic, smoking. When there was 1/4 left, still lit, he threw it out his window, carelessly, into the traffic. He was right beside me in the far right lane, going East. I think he turned right on Boundary. He was roughly in his late 50's, grey hair. Made me really angry that I wrote his license plate down as I watched him smoke, knowing he was going to just throw it out the window. It was really sunny and warm outside and its mid June. He should be fined. I think there was a little blue flag on his SUV. It was a grey/brown color, older model.
