Vehicle pulled over near backed up traffic for construction. Young male, back seat passenger (approx 10yrs) exited vehicle with armful of trash and disposed into the ditch. Seemed as though they were pulled over for the purpose to dispose of their trash. Adult male driver and front seat passenger were also in vehicle.
