As I was driving up Ridgelawn I noticed they were driving with their door open which I thought was odd.Then I noticed alot of garbage coming out of the passenger door (food). The driver was male but I am not sure about the passenger. Then he proceeded to do an illegal u turn on Bellwood Ave. That was when I pulled over to write down his license.
