This occured on October 13th but i had to put in a date as october 13th wa snot available. He was turning right onto Lougheed, it was sunny out. Male, aprox 30-40's, ethnicity persian or iranian. watched him smoke for a while while in traffic then he carelessly through his butt out the window! If they do it in Autumn, they do it in summer when its not OK!
