I witnessed the vehicle stopped and the driver door opened. An occupant of the vehicle stepped out of the car and began to throw miscellaneous trash onto the road. I confronted the driver and he said it was not him. I proceeded to say I witnessed him throw out the trash from his car and then he drove off.
