This happened on March 11 2020 (i couldn't go back this far in time in "when" category. Aprox age of litter bug 30's-40's. He was wearing a blue/white hat, sunglasses. He threw out a brown cig or cigar. It was sunny out. If they litter on sunny days in spring, they probably litter on hot sunny days in summer when it causes fires!
