hi, I saw a truck coming out of Fisher rd recycling in duncan bc at about 1200 pm. it had alot of garbage blowing out of its bin all up the highway going north. other cars were trying to signal to it for a while but it would not stop. it lost quite a bit of garbage along the highway. plate #LT 4509
