Vehicle heading west was pulled over to the north side shoulder of the road and stopped. I was the next vehicle to approach from behind. A person (female) exited the vehicle in a hurried manner and ran deep into the ditch (north side). I could see paper and items being thrown into the ditch. She appeared to be shaking something loose or possibly to empty a container, then quickly got back into the vehicle passenger side. I pulled in front of the vehicle on the same shoulder and snapped a picture of the licence plate, make and model of vehicle.
