This individual made a U turn in front of me causing me to come to a complete stop. I proceeded behind them for about 100 yards when the passenger opened his window threw a handful of brown napkins out on the road. Mind you this is a small town lots of houses where he threw the waste and where they left had a garbage can available to the public. This is a concern to the community because lately there is a a lost of respect for home owner receiving garbage on their lawns. Hopefully we can stop this type of behavier
