Person in front of me was driving 40 in a 60 zone, I put my hazards on as they were driving well under the limit. I was about 30 feet behind when a full bag of garbage was thrown out the driver's window towards my vehicle and exploded open a full bag of garbage on the road. Looked like a red Honda but it was dark and raining. Plate number is definately WH584D
