Threw 2 cups out of the driver side window. Both were clear plastic. One had liquid and ice (appeared to be an iced coffee). The driver poured the contents of the second cup out the window before throwing it on the highway. The vehicle appeared to have two young (mid 20's ?) occupants. Vehicle was driving erratic, had very loud exhaust, and blacked out tail lights.
