Saw driver smoking and flicking the ashes out the window as he drove south bound on No. 4 road. When done he flicked his brown wrapper cigarette butt out the window onto the road. He was wearing a light colored shirt, dress shirt I believe. Sunglasses. Happened at 5:33 pm.

He subtly "asked" a cigarette butt while stopped at the light as if he knew exactly what he was doing was wrong. Kept the butt but left the smouldering tobacco on the ground.
