On numerous occasions this vehicle has parked on the road for some period of time. The occupants have been seen eating and smoking. Before they leave they dump their trash ( cigar wrappers ,coffee cups,french fries,etc) on the street . I approached the car to ask them not to litter but they very quickly sped away.
